The Sonya Inyo War Ministry was formed on 29 December 3020 during Wiltshire's preparation for the IDO/NCR War, which started the following day on 30 December 3020. Sonya Inyo was re-appointed Prime Minister, this time leading a coalition of multiple political parties. The decision to form the coalition was made in order to "solidify national unity" behind the war effort. Noticeably, the United Wiltshire party and the Christian Alliance Party refused to join the coalition, and so remained in opposition.
The ministry was during the term of the 24th Wiltshire National Assembly and so the leading Liberal Conservative Party held a majority of seats following the October 3020 general election. The forming of the coalition then was a symbol for national unity and not one of political necessity. The government was split into two component parts; the war cabinet and the ministerial council. The war cabinet was a small group of ministers responsible for the war effort, the ministerial council was all the other ministers. The war cabinet was comprised of multiple-party representation, while the ministerial council remained consistent of Liberal Conservative and Stability party ministers (as was the case during the Second Sonya Inyo Ministry.
This government was the first ever war ministry in Wiltshirian history and Sonya Inyo's third ministry.
