The '''Rau Ministry''' was formed on 10 August 3024 following the CD/R victory in the 3024 general election. Jeffrey Anton "Jan" Rau was appointed Prime Minister after a negotiation between the sister parties of the CD/R Union, as the election results put both parties neck-and-neck in terms of seats in the National Assembly. Rau proceeded to appoint a full cabinet of CD/R ministers with the political authority to conduct a number of key domestic reforms in light of the devastation caused by the Wiltshire Civil War.

Rau became Prime Minister, with the sister party leaders each taking senior government positions: Lassiter was named Assembly Leader and First Minister of State, while Lipsey became Deputy Prime Minister and Minister responsible for the Constitution.Β

== Policies and legislation ==
The first legislative action of the new government was to pass the Government of Wiltshire Act 3024, which outlined administrative and political constructions for the execution of government. It re-empowered the civil service and assigned temporary budgets for departments until the full federal budget could be unveiled. It also grandfathered in all pre-civil war legislation that doesn't contradict new treaties and laws, with a 365-day continuing resolution giving the Assembly one-year to object to the reimplementation to certain laws.

The Government of Wiltshire Act 3024 also included new rules for motions of no confidence. A motion of no confidence previously could be introduced by any Assemblyman and only required a simple majority to pass. Under the new rules, a no confidence motion can only be introduced by the Prime Minister or the Leader of the Opposition and requires an absolute majority (51 votes) to pass. Motions to call early elections now require a supermajority of two-thirds to pass.

Shortly after taking office, Chancellor Helena Jahnke announced that the government would be triggering the "debt brake" - a mechanism that would restrict the Wiltshirian state from accumulating new debt, effectively mandating a balanced budget. == The Debt Brake ==
On the first day of the new government, Prime Minister Jan Rau and Chancellor Lucy Burgers announced that they would be triggering the 'debt brake', which is a law that was passed in 3011 by Wiltshire's founding father, Jaresh Inyo. The debt brake was designed as a mechanism that would limit the Wiltshirian national government to fiscal spending that was matched by proper revenues. The result of the mechanism would be to prohibit peace team governments from borrowing money and creating budget deficits.

The law was designed to be triggered once "the investment required to construct a prosperous settlement" had been completed. However, successive Prime Ministers refused to trigger the debt brake, until eventually the law was mostly forgotten.

Rau's announcement was seen as a pitch to the international corporate community, suggesting that he would be the safe pair of hands that would deliver economic stability for the first time in years. When the Union won the election subsequently, Rau appointed Lucy Burgers - the only Chancellor ever to deliver a balanced budget - to the position of Chancellor once again: a further signal that he intended to avoid deficit spending.

When Burgers unveiled the government's new budget in September 3024, it was a balanced one under the provisions of the debt brake.
