Attlee Ministry (Wiltshire)

Owen Lassiter formed the Second Lassiter Ministry after the Conservative victory in the 3024 Wiltshire general election. The result, which returned a Conservative majority on the Wiltshire National Assembly for the first time since January 3019, encouraged Lassiter to appoint a full cabinet of Conservatives and granted the new government the political authority to conduct a number of key domestic reforms in light of the devastation caused by the Wiltshire Civil War.

Lassiter returned as Prime Minister, with Gus Nixon and Luke Ford continuing on from Lassiter's caretaker ministry. Lassiter appointed the rest of the cabinet based on prominent Conservative Party thinkers, with former ministers such as Christopher Konty returning, as well as new ministers such as Grant Katzenmoyer, Mack McCain, and Kirk Ashland filling seats in cabinet for the first time.

The Debt Brake

On the eve of the 3024 general election, Prime Minister Owen Lassiter announced that he would be triggering the 'debt brake', which is a law that was passed in 3011 by Wiltshire's founding father, Jaresh Inyo. The debt brake was designed as a mechanism that would limit the Wiltshirian national government to fiscal spending that was matched by proper revenues. The result of the mechanism would be to prohibit peace team governments from borrowing money and creating budget deficits.

The law was designed to be triggered once "the investment required to construct a prosperous settlement" had been completed. However, successive Prime Ministers refused to trigger the debt brake, until eventually the law was mostly forgotten.

Lassiter's announcement was seen as a last minute pitch to voters, suggesting that he would be the safe pair of hands that would deliver economic stability for the first time in years. When the Conservatives won a majority at the election subsequently, Lassiter appointed Lucy Burgers - the only Chancellor ever to deliver a balanced budget - to the position of Chancellor once again: a further signal that he intended to avoid deficit spending.

When Burgers unveiled the government's new budget in September 3024, it was a balanced one under the provisions of the debt brake.
