The Wiltshire Reserve is the central banking system of the Wiltshire Fifth Republic. Established in 3020 by President Gaius Selan, the Reserve served to split power away from the Wiltshire Treasury on matters of monetary policy, interest rates and other banking services. The original mandate of the Wiltshire Reserve was to create stability in the financial markets by separating the decisions from the politics of the day. Further political disagreement throughout 3020 saw the powers of the Reserve grow, under the leadership of Governor Christopher Konty.
According to the Monetary Policy Act 3021, as one of the first acts passed by the Stability government of Mitchell Crawley, there are three key objectives for the monetary policy of the Wiltshire Reserve: maximize employment, stabalize prices and moderate long-term interest rates. The final of those three served as a continuation from the original mandate given to Governor Konty by President Selan in 3020. Then-Chancellor Kate Anne called the new, wider mandate as "vital to the primary aim of this government: stability".
Included in the Reserve's responsibilites is the supervising and regulating of baks, maintaining stability of the financial system, and providing financial services to depository institutions, the Wiltshire Government and other foreign official institutions, and securing Wiltshire's participation in the Corporate Mark currency. The Reserve also conducts research into the economy and provides numerous publications, including official unemployment figures and investment rates.
The Wiltshire Reserve is a multi-layered organization: it is governed bicamerally by the Governor of the Wiltshire Reserve and the Chancellor of the Exchequer. Both individuals act as co-head of the Reserve. However, day-to-day operations are managed by the Reserve Governor, currently Christopher Konty (since 3020). Within the Reserve, a number of committees operate to determine certain policies. There are twenty-six committes, including the Committee for Economic Growth, the Committee for Unemployment and the Committee for Interest Rates and Bond Policy. There are also twelve regional branches of the Wiltshire Reserve across Doggerland, most notably in Juneville, Marino and Cyrene (TBC).
Private banks are also able to join as "associate members" of the Wiltshire Reserve. Associate membership gives banks exclusive interest rates, bond allocation and tax credits. The most notable associate member is the Juneville Depository, the Bank of Rockfield and Colchester & Sons.
Governance
The Wiltshire Reserve is jointly governed by the Governor of the Wiltshire Reserve and the Chancellor of the Exchequer. Since its foundation, the Reserve has had one governor and seven Chancellors.
