The Rau Ministry was formed on X August 3024 following the CD/R victory in the 3024 general election. Jeffrey Anton "Jan" Rau was appointed Prime Minister after a negotiation between the sister parties of the CD/R Union, as the election results put both parties neck-and-neck in terms of seats in the National Assembly. Rau proceeded to appoint a full cabinet of CD/R ministers with the political authority to conduct a number of key domestic reforms in light of the devastation caused by the Wiltshire Civil War.

Rau became Prime Minister, with the sister party leaders each taking senior government positions: Lassiter was named Assembly Leader and First Minister of State, while Lipsey became Deputy Prime Minister and Minister responsible for the Constitution. The provisional government, led by Luke Ford,
