The Second Crawley Ministry was formed on 20 November 3021 as a coalition between the governing party of Prime Minister Mitchell A. Crawley and Kaitiaki Ropu. The government gave Crawley a working majority in the National Assembly, allowing him to deliver on many of his manifesto promises such as cutting the deficit and greater corporate relations.

In an attempt to gain an Assembly majority, Mitchell Crawley called the January 3022 Wiltshire legislative elections, in which he won a substantial plurality.
