Wiltshire doesn't have a constitution, and so relies on these conventions for the operations of government. The office of Prime Minister was established in 3008 when the cities of Wiltshire and Walkerton unified into the Federal Republic. Jaresh Inyo served as the first, interim, Prime Minister until the first general election in October 3008. The office has both executive and legislative powers. Traditionally, the Prime Minister is the leader of the political party that can command a majority of the National Assembly.
When [[Gaius Selan]] formed his government-in-exile, he was named Interim President, and he appointed former prime minister Audrick Hill to run the government itself, with Selan acting as its head. This quickly materialized into the position of prime minister.  


This gives the Prime Minister large, wide reaching, powers over the legislation of the nation. In addition, the Prime Minister can appoint and dismiss members of the Cabinet and National Security Council at his own will. However, the Prime Minister must report to the National Assembly and can be removed at any moment if he looses their confidence.
Today, the prime minister is responsible for the execution and the running of the government and the representation of the executive in the National Assembly. These powers involve introducing and creating legislation, creating policy, appointing ministers and passing the budget. However, the co-monarchs do hold veto power. The prime minister's position is subject to; confidence from the National Assembly and confidence from the monarchy.  


In order to be appointed Prime Minister, the leader of the political party must win a confidence vote in the National Assembly. This vote occurs at the start of each session of the Assembly, and can be called by the Leader of the Opposition at any time. Once the candidate has won the confidence of the Assembly, the Governor-General appoints the Prime Minister to form a government and they take the oath of office in the Assembly chamber.  
Following the formation of the Kingdom of Wiltshire in 3024, the position of Prime Minister became much more formalised - especially in relation to appointments. In order to be appointed Prime Minister, the Wiltshire National Assembly must nominate a candidate for appointment. Unlike in previous iterations of the appointment process, where the Prime Minister would be appointed by the Head of State before being confirmed by the National Assembly, this system prioritises the National Assembly's decision-making. Once a candidate is nominated by the National Assembly, the co-monarchs, through the Royal Commission, confirm the appointment.  


In the event the leader looses the confidence vote (either at the start of during their term), the National Assembly is given 5 days to resolve the dispute and appoint a Prime Minister to form a government. If they cannot, the Assembly is dissolved in preparation for another General Election. During the meantime, the incumbent Prime Minister remains Prime Minister.

Upon retirement, the former Prime Minister is given the option to retain security protection. They become legally bound to keep state secrets. Former Prime Ministers are granted the title 'Emeritus Prime Minister'. The former Prime Minister is on a pension of 200,000 cm a year for the rest of their lives, plus security expenses which includes travel. These rights have been denied to [[Samuel Thune]], as his leadership as Head of Government is not recognized by the government.
