Incumbent governor-general Patrick Rivers expressed an interest in remaining in the post, though admitted that there was no constitutional basis for a term extension. In order to remain impartial from the decision (which did technically fall within his remit), he deferred the decision of a term extension to the National Assembly, which rejected the proposal. As such, a new governor-general was selected, by convention, among the longest serving assemblymen currently sitting in the legislature.

The processes for nomination of the 11th governor-general of Wiltshire took place on Friday 19 December 3025, with the designated candidate expected to take office on 1 January 3026. Incumbent governor-general Patrick Rivers turned down the offer to extend his term to include the 3026 calendar year, opting instead to plan a return to the National Assembly at the next general election. As such, a new governor-general was selected, by convention, among the longest serving assemblymen currently sitting in the legislature.

There were no assemblymen who were first elected in either 3009 or 3010. Three incumbent assemblymen were elected in 3011: Ray Banes, Lucy Burgers, and Dennis Drakeford. Drakeford was elected first, in February 3011, while Banes and Burgers were both elected later in the year, in October 3011. Drakeford quickly announced he would not seek the position of governor-general, instead opting to remain a political candidate ahead of the 3026 general election. As such, the choice came between Ray Banes and Lucy Burgers.

The incumbent government, the Fourth Hill Ministry, was a coalition between the Conservatives and the Liberals. Liberal leader and deputy prime minister Amelia Raab insisted that the whole government support Ray Banes's candidacy, owing to the fact that he, unlike Burgers, used to be a Liberal himself. While Audrick Hill personally preferred Lucy Burgers for the position in the hope of keeping Ray Banes in the cabinet, eventually Raab won out. The vote between the two resulted in Ray Banes being selected as the 11th governor-general of Wiltshire.

The Covalence Party, led by former chancellor Basil Lethbridge, decided to break with convention and nominate their own candidate. Lethbridge himself secured 16 votes, winning over a number of Socialist assemblymen unhappy with the Banes-Burgers choice.
