The Guardian Council, formally and legally the Matahui, is the senior decision-making body of the government of Lorikeet. The Matahui is comprised of Guardians (Mata), who lead government departments in relation to different areas of domestic policy. The Matahui is chaired by the First Guardian of Lorikeet, the Perehitini, who also acts as state guardian. All guardians are considered co-heads of government, with the Perehitini being first among equals, and chairman.
The Guardian Council is currently chaired by Perehitini Peter Panuelo of Aroha Hapu. Following the independent kingdom's first general election, the four main parties received a generally even split. As such, the 'grand coalition' was formed to avoid the adversarial politics of governments and oppositions. As such, all four parties were invited to hold seats on the Guardian Council. Panuelo, as leader of the largest party, was invited by Tฤhฤ Kaito Aumฤkua to become Guardian of the State and Perehitini.
As part of the grand coalition agreement, disagreements between guardians are to settled internally. If disagreements persist, the matter can then be taken to the Paremata for adjudication.
