The Crawley caretaker ministry was formed on 31 August 3023 following the shock assassination of Prime Minister Ramsay Bowell. Dr. Crawley previously served as Prime Minister between 3021 and 3022, having first been elected in the 3021 general election. Crawley's reappointment was accredited to his significant experience at leading Wiltshire during a time of war, as well as for securing significant support among the local government figures. The caretaker ministry was formed as a National Coalition, bringing in all political parties.

The government has not been unanimously accepted, however. The Mayor of Washington, Henley Halifax, refused to recognise Crawley's re-appointment, owing to the fact that he was a member of the Stability Party of Wiltshire, not the governing Social Democrats.
