Leonard "Pym" Manfred II (born 11 October 2972) is a Wiltshirian politician, lawyer and political activist who currently serves as a Labour Party member of the Wiltshire National Assembly. Formerly the Director of the Public Defendants Service, Manfred currently sits as Shadow Trade Minister under Leon Larsson but is widely considered to be a more moderate member of the party, having supported Matthew Warner's leadership bid in September 3021.

Born to Leonard J. Manfred and Gale Hickman-Manfred in 2972, Manfred grew up with the aspiration of becoming a policeman. His early years were spent dragging his parents to open days and expeditions at police academies (designed for young people far older than himself) and watching both fictionalised and realised police-based content on the television. Indeed, upon his 17th birthday, Manfred signed up to the Washington Police Academy. During his time at the academy, Manfred learned many aspects of the legal and constitutional frameworks of the Second Federation. Qualifying to become an on-the-beat police office, Manfred came to realise that the efforts he wished to pursue as an office would be better spent in law. After only eighteen-months on the job, Manfred resigned and applied to study Jurisprudence at the University of Pembroke.

At Pembroke, Manfred joined the Justice Society and, eventually, joined the Federation Democratic Party of then President Grand Tarkin. Inspired by talks given by former Pembroke fellow Tony Beck, Manfred became aligned with the concepts of social democracy within the Federation and, after its collapse, in Wiltshire itself. Manfred graduated Pembroke with honours, qualifying to practice law at Mark and Everton, a law-firm in Washington. Upon the Federation's defeat in the Federation/C.E. war, Manfred joined the refugee group moving south to Wiltshire. Initially living in Newton and Rockfield, Manfred eventually settled in Newton in 3004.

In 3005, Manfred met his future wife, Evie, and were married with two children by 3009. Upon Wiltshire's unification, Manfred stayed out of politics and remained in law to continue his practice. Eventually, in 3011, he started his own law firm - Evie and Manfred Law - which is still the largest law firm in Arches and the third largest in Wiltshire today. During the NCR's occupation of Wiltshire, Manfred's role as a lawyer protected him from many of the harshest aspects of the NCR's regime. Indeed, his wealth protected his whole family from any interaction with the NCR at all. This remained the case until Christmas 3019, during the occupation. Manfred's colleague, John Garrison, was arrested and beaten by NCR police upon the uncovering that Garrison's mother was a Vulcan (making him, under NCR law, an half-breed and an alien, despite having been born on Terra). Manfred was outraged by this, eventually joining the general strike protests against the NCR regime.

Upon Wiltshire's independence, Manfred joined the Wiltshire Labour Party. His role as a lawyer perfectly aligned him to the position of Director of the Public Defendants Service, in which he was appointed following Mark Edwin's election in June 3020. Following that, Manfred won a seat himself in October 3020 and went onto serve in the Simpson and Larsson Shadow Cabinets. Manfred returned to his role as Director of PDS in January 3021 as Labour returned to government as apart of Sonya Inyo's War Coalition.
