Prime Minister of Wiltshire

The Prime Minister of Wiltshire,informally abbreviated to PM, (German: Premierminister von Wiltshire) is the head of the government of the Sixth Wiltshire Republic. The prime minister directs the legislature and holds executive influence. However, the prime minister's control of the executive is derived by his appointment from the President of Wiltshire. The prime minister is accountable to the National Assembly of Wiltshire, to their party, and ultimately to the electorate, for the government's policies and actions.

The Office of Prime Minister was originally founded as the leader of the country following the formation of the First Wiltshire Republic in 3009. Jaresh Inyo was appointed to serve this role and through consensus it was decided that the prime minister would be held accountably by the Assembly. Wiltshire doesn't have a constitution, and so relies on these conventions for the operations of government. This leadership figure for the prime minister continued until Wiltshire joined the Novanite Federation. Under the NF, the office was renamed to Provincial Director, or simply Director, to signify the change from independence. The role was much of the same, however, matters of defence and other reserved matters were given to the President of the Novanite Federation. The office of Prime Minister returned for a brief period between independence from the NF and invasion by the NCR. During the NCR occupation, the post was completely abolished.

When Gaius Selan formed his government-in-exile, he was named Interim President, and he appointed former prime minister Audrick Hill to run the government itself, with Selan acting as its head. This quickly materialized into the position of prime minister.

Today, the prime minister is responsible for the execution and the running of the government and the representation of the executive in the National Assembly. These powers involve introducing and creating legislation, creating policy, appointing ministers and passing the budget. However, the President does hold veto power. The prime minister's position is subject to; confidence from the National Assembly and confidence from the President.

The appointment process for a prime minister is not a simple or straight forward one. In cases of vacancy, the office is filled by the President. The President's appointment will then be put to a vote in the National Assembly. This is why the convention is that the leaders of the controlling factions in the Assembly is appointed prime minister. If the National Assembly does not have confidence in the President's appointment, then he is mandated to appoint a new prime minister for consideration by the National Assembly. In the same way, if the National Assembly loses confidence in an incumbent prime minister, then the prime minister is obligated to resign his office, leaving a vacancy for the President to fill. Once a prime minister is appointed and receives the confidence of the National Assembly, they can form a new government. Upon forming a government, the prime minister then appoints the cabinet, members of which are then invited to join the President's Privy Council.

Upon retirement, the former Prime Minister is given the option to retain security protection. They become legally bound to keep state secrets. Former Prime Ministers are granted the title 'Emeritus Prime Minister'. The former Prime Minister is on a pension of 200,000 cm a year for the rest of their lives, plus security expenses which includes travel. These rights have been denied to Samuel Thune, as his leadership as Head of Government is not recognized by the government.
