The Piccadilly Accord, also known as the Piccadilly Peace, is the treaty between the Balancín Crown and the parliamentary government of Wiltshire which formally ended the Wiltshire Civil War. Signed on 28 July 3024 between King Maximilian II and Deputy Prime Minister Luke Ford, the peace agreement created Balancín military hegemony over Wiltshire, as well as serving as the constitutional basis of the new Wiltshire state. It formally ended Wiltshire's territorial claim over Shipley, Newton, and Balancía, and made possible the 3024 referendum on the establishment of a Wiltshirian monarchy.

The Accord was supported by the CD/R Union, as well as the Socialist Party.

Provisions

A. Armistice

  1. The state of armed conflict that has existed between the Balancín Crown, her realms and territories therein, and the parliamentary government of Wiltshire shall come to an end upon the signing of this accord.
  2. All military personnel, equipment, and instruments of force owned and controlled by the parliamentary government of Wiltshire shall immediately be surrendered to the Balancín Crown.
  3. All military personnel shall be given royal clemency for their involvement in the conflict against the Balancín Crown, and shall be permitted to withdraw from future military service without persecution if it is their wish to do so.

B. Territorial status

  1. The state of Wiltshire shall be a new nation, formed from the cities, states, and territories of Juneville, the Arches, Walkerton, Minevgrad, Lorikeet, Heuvelberg, and Washington. This shall remain territorially distinct from the Balancín Kingdoms. The state of Wiltshire shall relinquish all territorial claim to territories herein assigned to the Balancín Kingdoms.
  2. The Balancín Kingdoms, as existed prior to this conflict, shall remain territorially distinct from the state of Wiltshire, having been formed of the cities, states, and territories of Shipley, the Newton, the Rock, the Free City of Southern Bonitana, the unincorporated territory of Bonitana, and the corporate sectors of Obragon, Asturias, and Shore. The Balancín Kingdoms shall relinquish all territorial claim herein assigned to the state of Wiltshire.

C. Military union

  1. The militaries of the state of Wiltshire and the Balancín Kingdoms shall be administered and commanded by a single, unified military command structure.
  2. The unified command structure shall be the domain of the Balancín Crown, with King Maximilian II taking the role as commander-in-chief, empowered with all the duties and responsibilities associated with that position. King Maximilian II shall hold the title "Protector of Wiltshire".
  3. Both the Balancín Kingdoms and the state of Wiltshire shall be adequately represented in the unified command structure.
  4. The unified command structure and its authority shall be respected by both the parliament of the Balancín Kingdoms assembled, and the legislative organ of the state of Wiltshire.

D. Democratic rights and integrity

  1. The state of Wiltshire shall be a democratic state with an elected legislative organ - the Wiltshire National Assembly.
  2. The Balancín Crown shall respect the state of Wiltshire's right to democracy and shall serve no purpose in the functioning of the democratic state.
  3. The state of Wiltshire shall maintain full autonomy over issues related to the domestic functioning of the state, with the core tenant of democracy playing a full and lively role in its execution.
  4. The democratic right to voice an opinion on matters related to military and foreign policy shall be constrained to advice and caution, as per the structures of the unified command structure (see section C).

E. Monarchy

  1. Monarchy, as a structure of government, shall not be imposed on the state of Wiltshire.
  2. The state of Wiltshire must, within one calendar month of the signing of this treaty, hold a legally binding referendum on whether a republican system of government or a democratic constitutional monarchy shall be adopted. In the event the result of the referendum sees a republican system of government upheld, the state of Wiltshire shall be a republic, with all the same rights and responsibilities as laid out in this treaty. In the event that of a monarchical outcome, the state of Wiltshire shall adopt a monarchical head of state, as determined by a joint session of the Balancín Parliament and the Wiltshire National Assembly, with all the same rights and responsibilities as laid out in this treaty.
