The employees relented, both satisfied by the greatly increased wages and threatened by Heimat's proposed move towards completely automated construction during the strike. The entire ordeal costed Heimat Construction, however. After the strike, they were no longer the dominant construction company in Cyrene, with Relient Construction, a fast-growing competitor, receiving several contracts for the Federal District.

Over three months, a massive dam was constructed around the bay of Cyrene, completely separating it from the rest of the Eastern Ocean. Once finished, the bay began to be used as a coolant reservoir for the Antov L. Akimov nuclear power plant. Over a period of three weeks the water in the bay was drained until it was at an acceptable depth of seven meters deep. The water was boiled directly into steam by the power plant, while the salt was returned into the bay. This left huge salt dredges on the coastline of the bay, giving the coast its characteristic white look. The salinity of the bay is an estimated 700% the salinity of the rest of the Eastern Ocean. This makes it almost impossible to drown in the bay, and also makes the water completely undrinkable and unsuitable for filtration.


After the construction of the dam, otherwise known as the Great Oceanic Dam, work started in earnest on the giant governmental buildings in the Federal district. The Volkshalle, one of the largest buildings by internal volume to ever be created, went up in an astonishing one month. Other buildings followed suit, with the Federal district becoming operable in just three months.

Overview

Cyrene is a large city located on the shores of the Eastern Sea and surrounding the Bay of Cyrene. The capital city of the Republic of Paxem, Cyrene is one of the most populated cities on the Doggerland bank, and currently operates the largest port on the continent. It is famous for its governmental district, vibrant downtown area, large skyline, and electricity-generating seawall.

Inception

Originally, the city was designed by architects Antonin Kaldwin and Julia Meynora as a replacement capital for the Neu Corporate Republik after the planned destruction of Novenæ by Florian Steinbauer. Florian Steinbauer had a significant hand in the project's design as well, especially the federal sector of the city, where the large, imposing buildings reflected his obsession with power and status. In a book published by Julia Meynora after the war, she reported that Steinbauer stated "It needs to intimidate. It needs to show the rest of the universe that we're a force to be reckoned with."

After the end of the war and the defeat of the NCR, the plans for the capital were discovered in two locations - a room adjacent to Florian Steinbauer's office at the Chisel Enterprises regional headquarters in Novenæ, and within Julia Meynora's office in Neu Wiltshire. These plans were quickly requisitioned and studied by the newly formed Paxemese government, who was already preparing to construct a new capital due to the extensive damage and rumblings for independence in Novenæ.
