Keeper was not a political man. He refused to join Jaresh Inyo's National Party and so was the only member of the [[Inyo Caretaker Ministry (Wiltshire)|caretaker cabinet]] not to be elected to the National Assembly. This caused an issue for Prime Minister Inyo when appointing members of the cabinet. Inyo wanted Keeper as Attorney General. However, the newly established convention was that all members of cabinet were to be a member of the National Assembly. This rule is still in affect today. However, Inyo made the decision to exclude the Attorney General from being a cabinet minister (hence why the position of Minister for Justice does not exist). The Attorney General is permitted to attend cabinet meetings as a 'prefect' member, however, is not a minister. This is also referred to as the Keeper rule.
