Born as the only child of Lord Regelio Cifuentes, Earl of Win de la Ross, Carlota attended the Lucena Academy for Girls between the ages of 5 and 18, before attending [[Pembroke University]] briefly. She dropped out of her studies when her mother died at the age of 19. She returned home after, and began attending court alongside her father. As Lord Regelio rose the ranks of the court of [[Charles VI]], Carlota began to make connections with the ladies of the court. Upon the accession of [[Mary, Queen of Balancรญa|Queen Mary]], she was made one of the queen's Ladies-in-Waiting, a position she has continued to hold. She was lady-in-waiting to [[Elizabeth, Queen Consort|Queen Elizabeth]] before her death, and is currently Mistress of the Robes to the Holy Roman Empress Rose, as the most senior lady of the court.
