The Papal Bull, ''Successione Et Ascensione,'' designated Wiltshire to be under the domain of the Balancín Crown and King Maximilian II began to make plans for the annexation of Wiltshire into the Balancín Kingdoms. Fearing resentment from the resident secular population, and being unsure if the citizens south of Shipley would convert as easily as Shipley/Newton did, King Maximilian entered into negotiations with the Lancastrian government (a third party that had been keenly interested in securing peace in Wiltshire). With the help of the Lancastrians, King Maximilian was able to create a separate client state in Wiltshire (the Kingdom of Wiltshire), which would have democratic autonomy of domestic policy, with Balancín control of foreign and military matters. The Treaty of Forêtnoire solidified this settlement.
