The First Morgan Ministry was formed on 13 August 3021 following Catherine Morgan's election as the leader of the Wiltshire Labour Party and her subsequent appointment as Prime Minister of Wiltshire. The Morgan Ministry is the third successive Labour ministry, following Jake Simpson's two governments and was formed following Simpson's death on 9 August 3021.

Morgan's government was immediately challenged on the issue of reconstruction and recovery. Without a majority in the National Assembly, Morgan relied on a weak collection of liberal and nationalist support to keep her government in power. However, on the government's first major piece of legislation tackling the recovery (that of a bill that would have created a National Investment Bank for infrastructure development; a key aspect of Labour's manifesto at the previous election), the Assembly opposition united to oppose the bill. The government was defeated in the largest vote against an incumbent government in Wiltshirian history, creating the series of events which led to Morgan calling for the September 3021 general election. Following her party's defeat at the election, the Morgan Ministry was dissolved and replaced with the Crawley Ministry.
