San Helios (formally the Principality of San Helios) is an island city-state located in the Eastern Sea. The largest island-only state in Doggerland, San Helios is home to the Helionese people. Since 3020, San Helios has been in a compact of free association with Wiltshire, meaning Helionese people can live, work and retire in Wiltshire and vice versa. The island state is an semi-democratic monarchy, in which the head of state holds primary executive power while a democratically elected Parliament holds legislative authority. The head of state is the Crown Prince of San Helios, who is currently Crown Prince XXX who has sat on the throne since the death of his father in 2969.
San Helios has a population of only 100,000 people but, due to its warmer climate, has become a significant tourist destination for east Doggerland residents. In addition, due to its strategic location, the port of San Helios is a significant hub for trade and commerce from the Eastern Sea to the Southern and Northern seas of Doggerland. Legally, San Helios is a feudal state with designated class structures for citizens. However, as San Helios' economy advanced in the latter part of the 30th century and start of the 31st century, the feudal structures quickly became confined to political rights.
San Helios Parliament
The Parliament is elected by the citizenry of San Helios based on a system of class-identification. The feudal ranks are:

- Crown Prince
- Royal Family (Regacy)
- Decision Makers (Aribacy)
- Traders (Venacy)
- Farmers (Arigacy)
- Common Citizenry (Plebacy)
Ranks 1 through 4 do not get votes in the San Helios Parliament, due to their divine-given right to power.
Rank 4 is the selected citizens eligible to stand for public office within the San Helios Parliament. Members of the Aribacy are selected at birth from ranks 3 through 7 and receive a separate and special education.
Members of the Venacy are given 44.2% of the total votes in each seat. Members of the Arigacy are given 34.0% of the total votes in each seat. Members of the Plebacy are given the remaining 21.8% of the votes. All ballot papers contain the same list of candidates but are designated separate colours to represent class and are counted separately.
The San Helios Parliament is comprised of 52 members. The leader of the San Helios Parliament is the First Lord of the Parliament (also referred to as the Prime Minister), who directs legislative business within the country.
