S'chn T'gai Qasr (born 23 March 2856) was a distinguished Vulcan diplomat, scientist, and politician to served as the second Federation President from 3005 until 3011. Qasr is widely considered one of the greatest minds of the 31st century. Before, during, and after his presidency, Qasr revolutionized the face of the Coalition's position in the galaxy. He has been personally accredited with the admission of four planets into the Coalition, including Andoria and Efros. During his presidency, he worked to distance the Coalition from the stains of the former United Federation of Planets and helped drive the Coalition Starfleet's humanitarian work over its military expansionism.
Qasr is a graduate of the Vulcan Science Academy (2877) and much of his early life was spent working on improving the Warp Drive propulsion system. Qasr is also a loud proponent of Vulcan-Romulan reunification and he spent many resources during his presidency giving refuge to Romulan refugees. He currently holds the ranking position within the Coalition's Refugee Housing and Assistance Program.
During the tenure of the Second Federation, Qasr spent several years serving in Star Fleet. He held the rank "Special Adjutant" and worked within Star Fleet Engineering Corps. He resigned from Star Fleet in 2996 (during the Federation/C.E. war) when the Federation announced it would close its border to Romulan refugees.
