Evangelinz Universalis (Latin for 'Universal Evangelization'), is a pontifical bull promulgated in 3016 by Pontifex Rokossovsky. It was written to end the Holy See's longstanding isolationist policy and to begin missionary work across the Doggerland Bank in accordance with universalist beliefs about the work and purpose of the Church.
History
Prior to the bull's promulgation, it was the historic policy of the Pontifical Church and government of the Pontifical States to remain detached from the political and religious affairs of the Doggerlands growing metro conglomeration of governments and corporations, save for historic Christian partners such as Lancastria and Rockfield. This policy is held by traditionalists under the belief that the Church as the communitas perfecta ('perfect society') has all of the resources and means necessary for Christian life and salvation, and does not need to interact with the outside world but instead requires believers to find their way to the Church on their own.
The election of Pontifex Rokossovsky in 3016 represented the first time a universalist prelate took the pontificate. Only ten days following his coronation, Rokossovsky promulgated the bull which marked a change of direction from isolationism and called for extensive missionary activity throughout all territories of the Doggerlands. Missionaries immediately founded parishes in Novenae, Arkania, Senones, and Zaandam in what constituted the largest expansion of the faith since the period directly following the restitutio.
Rokossovsky's universalist aims climaxed with the establishment of the Cathedral of Maria Mater Dei in Novenae while it was the capitol of the Neu Corporate Republik (NCR) Federal Government, the largest and tallest church on the Doggerlands. At the Treaty of Novenae following the NCR-Ekklesiovsk Conflict which saw the Pontifical States brought under the Federal Government, pontifical diplomats garnered greater representation for the Church amongst the states of the NCR which greatly bolstered the numbers of parishes, even reaching territories historically hostile to religious activity such as Trier, but rendered available by its annexation into the Republik. The highest concentration of pontifical followers outside traditional Christian states remains in the states which were largely controlled by the NCR.
After Rokossovsky's death in 3020, Cardinal Secretary of State Vychaslav Reshevsky, a known traditionalist, succeeded Rokossovsky as Pontifex Konstantin IX. Konstantin however has largely kept the missionary work of Rokossovsky in tact with a more nuanced traditionalist approach to the bull, but the growth of new parishes has slowed significantly. A notable part of Konstantin's work under the bull is the establishment of the Nightlands Mission and embassy, a territory previously written off by numerous Doggerland nation states as unincorporated wasteland. Konstantin also declared the Pontifical States independence from the Republik Federal Government following its collapse, an action some identify with his traditionalist beliefs remaining strong despite his acceptance of the bull.
