The Jaresh Inyo Caretaker Ministry was formed by the Last Conference of Wiltshire on July 19, 3009 following the signing of the United Wiltshire Act which formed the city state from a dozen townships in southern Doggerland. Inyo was unanimously appointed the First Minister of Wiltshire and formed the caretaker ministry. This ministry would only serve until the first General Election (in September 3009) where Inyo would form the Second Inyo Ministry.
History and Formation
With the fall of the United Federation of Planets on Terra, refugees from a number of different, now destroyed, settlements joined forces under the leadership of exiled President Jaresh Inyo. They marched south from the capital in Washington E.R. and found the flat land site of the Juneville Plains. This settlement location was selected due to its naturally flat land (easier to make cheap construction) and the fact that there was fresh water lakes directly from the Almere mountains. The settlement took several years and it wasn't until 3008 that people considered forming a united government. There were 11 different settlements. However, the two largest and most influential of these being Juneville and Walkerton. The Community Leaders came together in the Conference of Wiltshire in 3008 to put together a codified constitution. This included the establishment of a National Assembly and the appointment of a First Minister (elected by the people's representatives).
Wiltshire was not to be a Presidential Republic, but a parliamentary one. Inyo signed the United Wiltshire Act on July 19, 3009 and the Last Conference of Wiltshire appointed Inyo as Caretaker First Minister. During this ministry, the title changed from 'First Minister' to 'Prime Minister', with the position of 'First Minister of State' being the traditional number 2 in government.
The ministry's primary job was to establish an election system and plan the first ever General Election. It did this successfully and Inyo's National Party won the first ever election.

This list of positions would later expand under several acts of the National Assembly. The only position of the original 5 to not be continued was "Minister for Trade and Diplomacy", with the positions of "Minister for Foreign Affairs" and "Minister for Trade and International Development" being created.
Succeeding government
The succeeding government to this was the Second Inyo Ministry (Wiltshire), which was formed following the election of the first National Assembly in September 3009.
