David Loynd is a famous Wiltshirian speaker and former politician who served as the 7th Prime Minister of Wiltshire from January 3015 until January 3016. Loynd was a low-level figure in the government of Prime Minister Martin Banks when he was selected as the new leader of the Conservative Party (Wiltshire) and Prime Minister. Loynd's administration started strong, however, was mostly de-railed by the 3015 Economic Crisis (which set the groundwork for the 3017 Corporate Depression). The economic uncertainty during this time opened a clear path for Frank Eddington's Socialist Party to win their landslide January 3016 Election victory.

Loynd was elected to the National Assembly in 3013. He was initially appointed a Junior-Health minister for a few months before being promoted to Minister for the Environment in 3014 by Prime Minister Martin Banks. During this time, Loynd worked with many to "reduce emissions". However, many consider his time as Environment minister to have been ineffective. Besides his failure to actually reduce emissions, Wiltshirian actually became the 2nd largest polluter in Doggerland by the end of his time in the office.

Upon the resignation of Prime Minister Banks, the race to succeed him was supposed to be a landslide for Dr. Karen Hayes (the Chancellor of the Exchequer and First Minister of State). However, in the weeks before the vote for Leader of the Conservative Party, Hayes had a breakdown at a campaign event. This created an aura of instability, which allowed her only opponent, Loynd, to become Leader. No body else had entered the race due to most believing Hayes would win by a landslide and by the time she had broken down it was too late for more to enter.

Loynd became Prime Minister on January 19, 3015. He would serve throughout the economic crisis and, for the most part, fail to fix them. However, the economic depression did have one unintended consequence. Most of the middle class was given a glimpse of how bad it was living in Wiltshire if you were poor. Even before the depression, the conditions for most poorer people were terrible and little was changed by the crisis for those people. The middle class was able to observe how bad it truly was for many in Wiltshire and their votes were decisive in the election of Frank Eddington in January 3016.
