For a long time, the dominant force in the Oscdean States was its air superiority but was inferior to the main air powers in the East and Southern continents. The founding of the Vindictus Ove can be traced back to the launch of the Mordolin Pod, the Rift Drive, and the Ceres Class destroyer in 2299 by the Oscdean States. With a need for a well established naval branch, Cossus Nopulus officially founded the Vindictus Ove in 2300 as a means to establish national power and diplomacy against Haven and the world.

The Vindictus Ove is divided into 4 main fleets.
- Onrea Fleet is the home fleet based in Farloaum. The fleet consists of battleships, cruisers, and destroyers.
- Truvas Fleet is the heavy assault fleet based in Harium Shipyard. The fleet consists of dreadnaughts, battleships, and cruisers.
- Calias Fleet is the support fleet based in VOAS-14. The fleet consists of capital carriers, cruisers, and destroyers
- Unibac Fleet is the assault fleet based in Phobos 32. Consisting of battleships, cruisers, and destroyers
