A reformation of the Balancín Witan took place in December 3024 following the resignation of David-Eli Attlee. This was the first prime ministerial selection process to take place under the newly united Balancín Kingdoms of Wiltshire and the Rock. Due to the ongoing regency, the Balancín Parliament had the power of confirmation - something that it typically does not have under the standard constitution. Rose, the Queen Regent, was put in a position where she had to nominate individuals. However, she struggled to properly ascertain the mood of Parliament, who rejected a number of her nominees.

On 16 December, the Queen Regent nominated the Lord Calvo, Earl of Java. Lord Calvo was the Secretary of the Peace and the most senior Rook politician in the country. However, his anti-democratic and pro-illegitimacy positions made him an unpalatable choice for the democratic-controlled lower chamber of Parliament. Calvo's nomination was accepted by the house of nobility - the King's Court - but was ultimately rejected by the Cortes Generales in a substantial 80-19 verdict.

Following the failure of Calvo's nomination, the Queen Regent quickly nominated former Wiltshirian Assemblymen and minister Barney Speyer. Speyer, also a Rook, was seen as an overcorrection in response to the negative perception of Calvo as anti-democratic. Speyer suffered from his own issues, however, including his bigotry towards bastards. His nomination ended without a vote, however, when he made comments that undermined the military campaign of King Maximilian II in Zaandam, suggesting that Chisel Enterprises was "justified" in their recent invasion. Speyer withdrew his name from nomination hours before Parliament was widely expected to reject his nomination on 20 December.

The same night, the Queen Regent warned Parliament that she would push ahead with an early dissolution of Parliament if they rejected more of her nominees, adding that members of the lower house should "meet, discuss, and advise" about what kind of candidate they would consider.
