HR

HR is a Novanite politician and former combat medic who is the Ganden Tripa of the Ganden School, previously serving as the Governor-General of Novenae. HR is often credited as the founding father of Novenae.

Early Life

HR was born in a prison in Tibet, serving an indefinite sentence that was carried over to him from his mother who died in childbirth[1]. Conditions inside the prison were harsh, with the complex only having electricity for a few hours a day. As a child, HR was known to get in fights, landing him frequently in the prison infirmary overseen by a doctor named Anson. The relationship between Anson and HR grew closer over the years, with HR seeing him as a father figure, and asking him questions about what the outside world was like. Anson promised HR that when he turned seventeen, his mother's sentence would elapse, and he would be set free. However, this turned out to be a false promise, as on HR's seventeenth birthday Anson revealed that his mother's sentence was actually indefinite[2]. Anson stated that he did not want to see HR give up hope, and did not think he would survive long enough for this secret to be revealed. A few days later, HR was woken up in the dead of night and smuggled out of the prison by Anson, and he was sent out into the outside world[3].

What happened immediately after HR's escape is not known. However, HR soon joined the military as a combat medic, serving under an unnamed coalition[4]. Reportedly, the coalition's ultimate goal was "nonsuffering", and it fought in conflicts across Asia ranging from the Yangtze Delta to the Tibetan Plateau[5]. During his time as a soldier, HR met a juvenile Isaak Ibrahim[6], as well as the father of Faye Ming-liang[7], both of which would go on to become pivotal figures in the Novenae government.

Arrival in Europe

After retiring from the military, HR arrived in the British Monarchial Clique where he formally pursued an education in medicine. Upon the BMC's destruction, he migrated to the Doggerland Bank. He shortly became involved in a movement to create a planned city which would be politically neutral and serve as a center of international diplomacy, with the ultimate goal of facilitating peace and cooperation between the various nations and corporations of the continent. HR's kind and gentle demeanor and distinctive Buddhist robes made him a popular and well-recognized member of this movement. The land which would go on to become Novenae was then purchased from Chisel Enterprises, at that time a decommissioned military airbase, and construction began soon after.

Prime Minister of Novenae

The Novenae Parliament selected HR to serve as Novenae's first Prime Minister, marking the beginning of his leadership of the city. At that time, the Parliament consisted solely of the 9 corporations which had helped to found the city. HR was reportedly chosen due to his moderate political positions and prior reputation. His premiership faced many challenges and internal conflicts, including the Gray Death Refugee Crisis, the Novenae Riots, and the coldest winter recorded in the continent's history. However, HR's premiership also saw the creation of the Social Welfare Bureau which provided discounts for essential items in low-income communities, and established a Civil Aid Bureau to mitigate the winter conditions.

Automobile Accident & Kidnapping

Shortly after Novenae's accession to the Novanite Federation, he was involved in an automobile accident. In this near-death experience, HR had an encounter with Nikolai Wright[8], and after a week of sickness, became his first disciple[9]. He was then kidnapped by Chisel Enterprises, being held aboard the Ausmerzer. During this time, HR and Nikolai had several conversations, arriving at the same goal of defeating Zalgo.

It would not be until the New Corporate Republic's invasion of Novenae that HR would return to power.
