Lucy Kleinman Burgers (born 8 June 2974) is a Wiltshirian politician and corporate officer who served and is currently serving as Chancellor of the Exchequer and in a number of other cabinet positions in the 3010s. A member of the Conservative Party, Burgers first came to prominence when she left her position as Assistant Chief Financial Officer of the Carnival Corporation to serve as Trade Minister under Prime Minister Edward Jellico in 3011. She was quickly promoted to Foreign Minister, serving closely with a number of different ministers. She developed a close relationship with then-Chancellor Martin Banks, who later appointed Burgers as Chancellor when he became Prime Minister. Burgers served as Chancellor for Banks's entire tenure in office, authoring all six of Wiltshire's only ever balanced budgets. Known by many as a fiscal hawk, Burgers saw the first ever reduction in public debt in Wiltshirian history (a record that has yet to be beaten). Additionally, she presided over the lowest ever rates of taxation.

When Martin Banks retired as Prime Minister in early 3015, Burgers was seen as a contender to replace him. However, her fiscal conservatism led her to advocate spending the budget surplus on further paying down the national debt, while other candidates wished to see greater investment. Eventually, she lost support for this position and stood down as Chancellor following the eventual election of David Loynd. Loynd's appointment as Prime Minister saw a speedy end to Burgers's political career. She was not appointed to any position within the cabinet and shortly thereafter announced her retirement from the National Assembly alongside former Prime Minister Banks.

After leaving national politics, Burgers returned to corporate politics. She returned to the Carnival Corporation for six months as a special advisor. However, when the corporation collapsed in light of the 3015 recession, she left the organisation after objecting to unethical stock buyback practices which were outlawed by the Wiltshirian government. She spent much of the latter part of the 3010s living privately. In 3022, she returned to corporate politics as Special Advisor to Westbrooke's financial services division, and spent six months as Envoy to Chisel Enterprises for trade and enterprise exchange. In 3023, she left Wiltshire at the outbreak of the Civil War alongside her family.

When Owen Lassiter was named Prime Minister after the end of the Civil War and the creation of the Kingdom of Wiltshire, she was approached about returning to government as an economic advisor to the new Prime Minister. Burgers initially refused this offer, believing the risk to returning too great and the ability to influence government policy too narrow. After the Conservatives won a majority in the 3024 election, Burgers was convinced to return to Wiltshire to serve as Chancellor of the Exchequer for the second time, thanks to Lassiter's political capital being spent on the triggering of the debt brake.
