Audrick Hill formed the Second Hill Ministry following his victory in the January 3019 Wiltshire General Election on January 25, 3019. The general election resulted in Audrick Hill's Conservative Party winning a majority of the seats in the National Assembly, ending the government shutdown and closing the healthcare debate. The Second Hill Ministry repealed the Universal Healthcare Act. Other than that, the Second Hill Ministry held the referendum on Wiltshire's membership of the Novanite Federation (Northern Novanite Federation at the time).

History and Formation

Audrick Hill became Prime Minister when Frank Eddington's Socialist Party lost a majority in the Assembly following two by-election defeats. These defeats made the Conservative Party the largest party and so they formed a government with Wiltshire First and the Liberals. This government was, mostly, stable and introduced a number of austerity measures to combat rising deficits in recovery of the recent recession.

Hill's government collapsed, however, as he attempted to repeal the Universal Healthcare Act (which was the most expensive government programme in history). The Liberal Alliance refused to cooperate and voted down the government's budget the following week. This resulted in the government shutdown which caused Rita Smith, the Leader of the Opposition, to call for a motion of no confidence. This caused the general election in January. The election was a "nasty" campaign and left Rita Smith and the Socialists looking weak and ineffective. This led to the Conservative victory in the election.

Audrick Hill continued as Prime Minister and on his first day back following the election, passed the new budget and repealed the Universal Healthcare Act.

In addition to this, the following day he passed the NNF Referendum Act, which planned the referendum which would ultimately result in his downfall. When the result was known, Hill attempted to continue on as Prime Minister. However, divisions in his party meant that, following Wiltshire's admission into the Federation, he resigned as Conservative Leader and Prime Minister.
