History
The begginings
The records go back to the russian tribes whom all had different cultures and traditions. One of the main tribes, that wanted to unite the others was the "Stoka" tribe - a group of free-minded individuals, that were known for surviving and defending themselves off of little equipment and resources. They said that they were the "artists that mastered the living on the edge". They had little to none experience in politics, but they had simple goals and values. The closest ideology equivalent to their beliefs was socialism. They were also a hunter/gatherer tribe and mostly relied on stealing and begging (mostly for food, water and other amenities, not valuables).
It's not exactly known when they decided to form a group or even found a city and create a nation, but the final formed group consisting of Stokars, descendents of pre-comet Slavs, the Vagoshs and other smaller tribes with similar values and ideas about a perfect society, likely arrived in Doggerland around the 2960s-2970s. Having no prior knowledge of the existence of the island, they thought it would be a good new start for the allied tribes. There, they settled on the south-eastern side of the island, slowly making their way to what is now Stokarsk. It took at least a decade until they finally settled east of the Oran mountains. By then, the first corporations had already relocated to Doggerland, but the group would remain undiscovered for years to come.
Life in Doggerland
After a few years of being on the island, they became more civilised, had quite a large settlement and started getting involved in politics and corporatons. A handful of the tribespeople were archaeologists, so the tribe wasn't at all primitive. Since they lived in the region of former Russia, they mostly had blueprints, books and records from the old communist regime, up to the downfall of Russia in the 2050s. They decided to work with some of the corporations, offering them their archaeologic knowledge, russian inventions and information, becoming minor allies with them and also changing their name to the "Bretherin of Socialist Individuals". In return, they received some monetary support, which they used to expand their settlement. Many corporations debated over who should take in and invite the Stokars into their nations, however no matter how many times they invited them, they politely declined, stating that they want to remain independent. The community also changed up their policies and ideas focusing on the market, trading and foreign relations, making them social democrats.
After about another decade of living freely behind the Oral mountains, they have made many good relations with other corps and nations, CEO of North East Industries Jeremiah Stevenson, reccomended the idea of creating a city state to the group leader Igor Patrovich Medinskiy. That sparked great interest in the entire community, realizing they would remain independent but be directly involved in politics and congress. They agreed on that and on the 27th of May 3000, the city of Stokarsk officialy became a city state in Doggerland. By then, Stokarsk housed around 30,000 residents and the local unofficial government already had set values, priorities and programs available to the citizens, still, they were unofficial up to this point. After the reform though, nothing really changed in terms of political ideology or rules, but they did start giving benefits to the corps that invested in it and helped it out, strenghtening their friendship further.
BC-CE war
During the war however, Stokarsk suffered a tragedy with up to 2,000 casualties, thousands of injuries and property damage. Many people fled to Stokarsk, most of them being prominent figures from both of the corporations. They have either been found, hid somewhere or were killed by gunfire. Besides those 2,000, Stokarsk has managed to keep most of it's citizens alive, by building a large protective shelter, able to accomodate 45,000 persons. After all, Stokarsk was and still is a neutral state with no military and only a small police force, with a few specialised officers with firearms. It also had a neutral relationship with both CE and BC so it was best to just hide and wait until the war was over.
Life post war
Since most of the residents took refuge in the shelters, it didn't take long for Stokarsk to go back to normal. In fact, the citizens became even more trusting of the government, due to the fact, that it kept most of them safe. After the end of the war, Stokarsk went back to normal, and continued prospering as a city state. Stokarsk scientists have also taken note of a mysterious phenomena known as "Glamourworlds". If improvement continues to grow at this rate, Doggerland might have its own form of a glamourworld known as Stokarsk.
