Also known as "The Perfectionist." Known for his minimalism and extreme aversion of interacting with anyone that aren't the other Overseers. Despite his solitary behavior, he is also the Overseer with the most disciplined (and unfortunate) slaves, which may be caused by his obsession of controlling what he fears.
Overseer <3> is the governor of the human slave farms, providing the selectively bred labourers of the Nightlands. He has an extreme aversion of everything living. Chained by his severe paranoia, he fears even his most loyal guard. He memorizes the face of every single human slave and Nightling under his authority. If any one of his people deviate from their tasks even slightly, they will be murdered on the spot by his Enforcers.

Unlike the other Overseers, he had been completely consumed by his Nightling urges, making him incredibly unstable and disliked by his peers. While his loyalty to the Nightlands is absolute, he is truly no longer human.
The other Overseers know little about him. Even just bringing him to take part in a meeting is a challenge. Though Overseer <4> seems to respect him, perhaps due to their similar desires to keep everything under harsh control.

His loyalty to the Nightlands is due to his loyalty to his home. He will bite and claw to defend his lair, but if the state rejects him, he will not hesitate to find a new place to hide in.
