The First Loynd Ministry was a majority Conservative government formed by David Loynd on January 25, 3015 following Loynd's victory in the January 3015 Conservative Leadership Election. Loynd served as Environment Minister in the Second Banks Ministry and continued a policy of environmental protection and regulatory action during his first ministry.
This ministry would continue until the May 3015 Wiltshire General Election when his Conservative Party lost its majority and was forced to form a minority government. Though Loynd is considered a mostly ineffective Prime Minister, the first Loynd Ministry is an exception to this as, with a majority, he was far more productive and effective.
In addition, in April 3015, the Governor-General Terrance Hannah died. The Loynd Ministry was able to give him a state funeral (the 3rd to ever happen) and the Assembly voted for former Governor-General Kim Langley (who had recently returned to the National Assembly following a short retirement) to finish Hannah's term.
History and formation
The Conservative Party was at a high point towards the end of the premiership of Prime Minister Martin Banks. The Conservatives won a larger majority in the October 3014 Wiltshire General Election. However, this did not last as Banks' successor as Conservative Leader was not as popular across the country. Though Loynd was very passionate, he was inexperienced (having only served as Environment Minister) and had made many enemies within the party (mostly due to the divided nature of the leadership contest). Loynd did achieve a number of things, most notably in the area of education and environmental policy. However, this was not to last as his inexperience caught up with him.
The election towards the end of the First Loynd Ministry delivered a minority for the Conservative Party. Loynd remained in power despite avid calls for his resignation.
