Starfleet was an exploratory based military organisation operated by the United Federation of Planets. The organisation would see a near 700 year continuous run and would be one of the few surviving components of the Federation following the Terran Coup. Starfleet operated independent from the government (and during much of it's history did not report to a government). Starfleet operated under a Commander in Chief, at points in history this position was filled by the President of the United Federation of Planets, however at other times it was appointed based on next in line of the Admiralty.
