The Assembly of the Province of Wiltshire is the legislature for the city of Wiltshire and the township of Walkerton.
The Assembly is composed of 120 elected Assembly Members (AMs) who represent one of the districts. They are elected at a general election every three months by first-past-the-post and hold their seats until the Assembly is dissolved.
The last General Election was held on June 13, 3019 resulting in the formation of the Grey Ministry (Wiltshire).
Procedure
Elections and nominations
Following a general election, the elected members of the Assembly are convened on the Friday following the election (in accordance with the Elections Act of 3015). The first sitting of the new Assembly has two crucial jobs;
- Appoint a President of the Assembly
- Nominate the Director.
The first of these - Appoint the President of the Assembly - is always the first job of a new Assembly. The President is either elected at the start of a new Assembly, when a vacancy opens or in the event of a successful motion of no confidence in the President received 2/3. This is held by a simple vote of nominated candidates and is not a political vote. The incumbent President, Joshua Foreman, was first elected in January 3019.
The second, and more important of these, - Nominate the Director - is usually the second motion of a new Assembly. This is done by the presentation of a motion under General Order 8 - presented by the Leader of the Assembly. This motion is a vote between the nominated candidates and the winner will be nominated, then appointed by the President of the Novanite Federation. Following this, the new Director delivers a speech to the Assembly, outlining the government's legislative priorities going forward.
Traditionally, the Director (or Prime Minister) would be the leader of the party with a majority in the Assembly. However, this isn't strictly true. The Director is whomever can command confidence (command a majority of AMs) in the Assembly. In June 3019, no party leader could command the confidence of the Assembly and so Fillmore Grey (the only Independent AM) was nominated and then appointed Director.
