The idea for the city was originally proposed by TCH in mid-3018, with the goal of uniting corporations by focusing their efforts cooperatively on one single project. The idea was widely accepted and construction began soon after. Novenæ would serve as a neutral territory that all corporations could converge on, and future meetings involving the High Corporate Chamber would take place in Novenæ. The city would also serve as a global economic trade center, permitting and encouraging economic cooperation between corporations.

-<br />Novenæ is governed by the Novenæ Congress, a group of commissioners consisting of ambassadors from corporations residing within Novenæ, benefactors who have contributed to the city, and individuals from the TCH Directorate. The congress serves as both a legislative and executive branch- being responsible for both passing laws and executing them. The Congress is presided over a mayor who leads the town into new developments. The current mayor is a figure only known by the initials H.R.
