James Siobhan Ledger is an Irish politician who served as both Minister of Internal Affairs and Director pro tempore for the province of Novenae. Ledger is most famous for founding the Bureau of Social Services alongside Director HR. As acting Director, Ledger initiated a controversial blockade on the BlackCon embassy in response to an operation resulting in the capture of BlackCon employee Samuel Peters.

Ledger was killed by Prophet, who was sent by Isaak Ibrahim.
