July 3021 ― September 3021 ― January 3022

The September 3021 Wiltshire Legislative Elections were held on 14 September 3021 to elect the 26th Wiltshire National Assembly to serve a term from 18 September 3021 until 3 March 3022. The elections were called by incumbent Prime Minister Catherine Morgan following a vote of no confidence in her government over growing concerns of the national deficit and debt. The poll comes only two-months following the previous, making it the shortest tenure between elections in Wiltshirian history.

Catherine Morgan is the incumbent Prime Minister, leading the Labour Party into the election.

At the last election, the Labour Party and the Stability Party were able to form a majority coalition in order to fight the conclusion of the NCR/IDO war. Led by Jake Simpson, the coalition achieved victory in Doggerland. Following the war, the coalition was dissolved (due to the ideological differences between the parties) and Labour was able to form a minority government. This minority, however, was insufficient to allow Morgan (who become PM following Simpson's death in August) to pass her economic agenda.

The Stability Party, led by former Deputy Prime Minister Mitchell Crawley, won a plurality of the seats and was subsequently appointed Prime Minister by President Sonya Inyo on 15 September 3021. Crawley formed a minority government with outside support from G31 and the Liberal Conservatives.

This election was the fifth general election since Wiltshirian independence and the first as a result of a vote of no confidence in Wiltshirian history. In addition, this was the third election since Wiltshirian independence in which the party that won the popular vote did not form the government.

Electoral system

Since the Third Elections Act, 3020, Wiltshire uses a system of mixed-member proportional (MMP) representation for elections to the National Assembly. Each voter gets two votes: one for a political party (the party vote) and one for a local candidate in their geographic electorate (the electorate vote). Political parties which meet the threshold (2% of the party vote or one electorate seat) receives representation in the Assembly in proportion to the percentage of the party vote they receive. 50 of the 90 seats are filled by Assembly Members (AMs) elected from the electorates, with the winner in each electorate determined by the first-past-the-post method (i.e., most votes win). The remaining 40 seats are filled by candidates from each party's closed party-list. If a party wins more electorate seats than seats allocated based on the popular vote, overhang seats are allocated which add to the total number of seats in the Assembly.

In order to appear on the national ballot, a political party must meet any two of the following three criteria:

  • Reach 10,000 signatures on a ballot petition
  • Reach 1,000 individual donors
  • Currently hold seats in the National Assembly or hold an elected Mayoralship.

For the July 3021 election, five parties qualified for ballot access:

  • Wiltshire Labour Party
  • Stability Party of Wiltshire
  • Walkerton National Party*
  • Liberal Conservative Party

*The Walkerton National Party, by special request, only appears on ballots in the city of Walkerton due to the party's nature as a "special interest party".

In electorates, individual candidates require a nomination petition of 500 signatures to appear on the electorate ballot or be a nominated candidate from a qualifying national political party.

Boundary changes

Following the last election, the Wiltshire Elections Authority (WEA) announced that there would be a full review and redrawing of the electorate boundaries. However, due to the nature of this election being a snap election, the WEA confirmed that the electorate map would be the same as that of the July 3021 Election as the Authority was not given sufficient time to fully review and redraw the boundaries.
