The council is comprised of Guardians, who lead government departments in relation to different areas of domestic policy. The Guardian Council is chaired by the First Guardian of Lorikeet, the Perehitini, who also acts as state guardian. All guardians are considered co-heads of government, with the Perehitini being first among equals, and chairman.
