Audrick Hill formed the First Hill Ministry on January 1, 3019 following the defeat of Frank Eddington in a motion of no confidence after two by-election defeats. Hill would form this Conservative, Wiltshire First and Liberal Coalition. However, due to divisions as a result of healthcare and the government shutdown, this wouldn't last and resulted in the early election in January.
History and Formation
Frank Eddington had served as Prime Minister since the beginning of 3016 and had won several landslide elections. However, as a result of the 3017 recession and subsequent fall of economic growth and rise in unemployment, Eddington's Socialist Party fell in popularity. Much of this fall of support climaxed in November 3018 when Frank Eddington lost his government's majority and was forced to form a coalition with the Communist Party.
This coalition was stable for the first two months. However, on December 10, Socialist AMs Terry McCall and Joseph Rascal died in a train crash. This left their seats open and in the subsequent by-elections, the Conservative Party defeated the Socialist Party. Because of the close result in November, this resulted in the Conservatives becoming the largest party in the Assembly. Frank Eddington announced his resignation the day following the by-elections and the next few days before new years the Assembly was in chaos as different people were attempting to replace Eddington. Most notable of which was the National Chairwoman of the Socialist Party, Rita Smith. However, when Smith won the leadership and went to be confirmed by the Assembly, they rejected her nomination as Prime Minister and instead voted Audrick Hill into power (with the support of the Liberal Party which had broken its neutrality).
Audrick Hill became Prime Minister on the 1st January 3019. This government instituted massive austerity to attempt to combat the rising deficit and unemployment. The government was able to achieve this. However, when it came to the repeal of the Universal Healthcare Act, there came a problem.
Liberal Alliance AMs refused to vote for the repeal and without their support the government had no majority. This led to the subsequent collapse of the coalition and the government. Hill attempted to continue with a minority government. However, he was unable to pass his budget. This led to a government shutdown as no budget and no funding was allocated. This led directly to the January 3019 Wiltshire General Election, which resulted in a large Conservative victory.
