== The short list ==
The short list was narrowed down by a consultation of the [[Rivers ministry|government]], the [[Ray Banes|governor-general]], and the [[Wiltshire National Assembly|National Assembly]]. It was among the short-listed designs that voters would choose between in a ranked-choice, instant-run off voting system. By the flag referendum act 3026, the incumbent flag -- the Commonwealth design -- and the prior flag -- the old republic design -- were to be included on the short list.
